I think that the Colonial Office should be

made aware at once of the extraordinary position

disclosed in the annexed letter (sent in original

for return) from the Auditor of Hong Kong

regarding the financial and accounting arrange-

ments of the Immigration Department set up by

Ordinance 32 of 1940.

If the Governor has already sent a report

to the Secretary of State on the subject, I should

be glad if I could see it.
